No. You have to pull counter-clockwise relative to your prograde direction. "Up" might be anywhere.

let's not confuse the guy, he was correct if you read his post more carefully :lol:

if you are indeed aligned with your orbital plane, as in with your wings flat over it, facing prograde - then yes, pulling "up" would be analogous to the 90 CCW turn, since coming from that initial orientation, your head (which i assume that's what you mean by "up") is towards the normal axis
