For years I've had such a concept in my mind I hoped to do. I've always had many ideas for putting payloads below high altitude balloons. Something I've always wanted was a huge tank of lighter than air gas.
Lunar_Lander (from this forum) and I are currently planning to do something similar to this. We target our balloon for an altitude of about 28 to 30 km. We already have in mind what to carry as payload. I also have in mind what type of high altitude balloon to order. However, we haven't started designing the payload systems and putting the materials together.
Currently I will try to gather some more information about where to do it (like where it's possible to obtain a NOTAM without too much trouble).
As he is from Germany and I'm in the Netherlands, will consider both countries. I'm think I will approach some of the weather stations here, who already release weather balloons every day.
BTW: if there are any people in this region (Netherlands/Germany), who are interested, and also have some technical knowledge, please let me know! We'll have even more fun! However, we don't have the slightest idea yet about when we will do it...
I worked on a project like this last summer with my local Space Grant Consortium. The photos we returned were fantastic, and look quite similar to what those kids did in the article. I highly recommend this sort of project, it's a lot of fun!
