Roscosmos PAO: "Soyuz-U Roll Out Took Place This Morning".
Baikonur: Soyuz-U LV, with Progress M-07M cargo vehicle atop, was delivered today from facility 40 to launch pad 31 on railway transport.
The experts commenced final prelaunch processing of the launcher slated to lift off at 15.11 MSK on Sept. 8.
Progress M-07M is to deliver cargo supplies for the crew of the International Space Station.

Today's scheduled launch of an International Space Station resupply ship atop a Russian Soyuz rocket from the Baikonur Cosmodrome has been scrubbed due to bad weather. Liftoff is reset for Friday at 6:22 a.m. EDT (1022 GMT).
 
Roscosmos PAO: Launch of Soyuz-U rocket with Progress M-07M cargo vessel has been postponed till the backup date because of insufficient weather conditions for launch.

The next planned launch time is 14:22:58 MSK (10:22:58 UTC) on September 10, 2010.

Doesn't really sound like a terrible weather. Does anyone know where can I find a more detailed weather data for this area (probably, a NOTAM database record?) revealing conditions at different altitudes?
 
This is the first time I've ever heard of a any Russian rocket being scrubbed because of weather (or anything as a matter of fact).

A Russian Soyuz-U launch vehicle was scheduled to launch the M-07M/39P Progress resupply ship into orbit on Wednesday morning, prior to an announcement the attempt was scrubbed due to unacceptable weather (high winds). A second attempt will take place on Friday.

Progress M-07M/39P Launch Delay:
The launch of Progress 39P, planned for this morning at 11:11 AM GMT has been delayed until Friday (10/09) due to high winds over the Baikonur launch site. Launch time: 10:22 AM GMT. Docking is planned for Sunday (12/09) at ~11:57 AM GMT. This is a First for the ISS Program.
