Yup, it's the Advanced Crew Transportation System (ACTS), Russia's replacement for the Soyuz. It should by flying by around 2018, atop the Rus-M rocket from the new Vostochny Cosmodrome.
 
How does it compare to the Dragon spacecraft.

It doesn't differ too much, actually - both spacecraft do propulsive landing. The only big difference is that the ACTS cannot carry external cargo, whereas Dragon can.
