Maybe. But an expected thrust-to-weight ratio of 80 for both isn't that impressive. The SpaceX Raptor is supposed to exceed 120, the NK-33 has 133 there, the simplistic Merlin engines reach 183.

Since the engines are the heaviest part of any launcher after the propellants, it is a pretty crucial number for the performance of a launcher.

Nice to see Angara and Long March 9 there but it raises some questions.
Angara exists but seems a bit underpowered for this (launching from Russia doesn't help), and LM9 is still a paper rocket (they don't have a final configuration yet).

Аngara rocket will be used for satellite Luna-28
Long March 5 - satellite Chang'e 7, Chang'e 8

for mutual understanding in the exploration of the Moon, joint Russian-Chinese crews will be formed, China will also form crews together with other countries

Let's see if countries like India are involved in the ILRS program. I'm fairly neutral about what's going on with Russia and Ukraine.

I did not find information about the flight of the Indian crew
Chinese Foreign Ministry Wang Wenbin will raise this issue at the UN soon (there will be more details)
