OHM Baikonur pads

Default Baikonur base with accurate pad placement for (required) "Baikonur Surface Tiles v1.0" - LC1 - LC31 - LC81/23 - LC81/24 - LC110L - LC110R Nothing more is added and it should give no conflicts, yet please backup your exisiting baikonur.cfg as it will be replaced.
