Are you waiting long enough? The Shuttle PLBDs open one at a time. Try time accel for a couple of seconds and if they still don't work post your scenario file.
One problem was that a lot of people at NASA believed that the RCC would stand up to an impact. Most of the discussion during the flight was about tile damage under the wing and on the landing gear door.

Do you realize how much an individual taxpayer (ie myself) have to pay for the current NASA budget? I won't give you a hard number because I need to find a source (as opposed to just spouting off random numbers). I would rather pay more and see results then pay less as see project after project...
Technically speaking, STS was lower-cost than Saturn. But NASA's budget continued to shrink until STS became "too expensive". It's all relative really.
