The stars could not be captured in this picture because of the big difference in brightness between them and the foreground. This is true for all pictures where stars and a bright foreground are to be photographed. If you see pictures where both are clearly visible, then a picture with a long exposure time (to capture the stars) and one with a short exposure (for the bright objects in the foreground) have been combined.
