I don't know why I haven't noticed this before, but I notice it right now both in Orbiter 2016 and OpenOrbiter with different vessel like DG and Shuttle-A. Just launch a scenario where a vessel is on the ground, then move a couple of meters and brake until you stop. The TAS (true airspeed) in the upper left corner of the glass cockpit remains ~6 m/s after a few seconds after stopping and then becames zero. The Surface MFD shows the same behavior not only for TAS but also for IAS, but not for GS.

Oh, yes, thank you.
I've forgotten that I've enabled the wind.
