The same as all first satellites. Tech demonstration/ communications.

What about NASAs next big manned space program, the Geostationary Observation Platform. I can see political support there.
 
In english, Explorer-1 seems obvious. Not very original, but hey, it makes plain sense.

In russian, Sputnik-1 is obvious too, as it means "Satellite 1".
 
I'm not a big fan of acronyms myself. I dealt with them when I worked aircraft maintenance, and I deal with them now in nuclear...
Sure, it helps you to remember things, and there are times when it helps to shorten somethings noun name, but when our management came up with "fast action response team" I got a whole lot of evil stares when I spewed Dr. Pepper all over my workstation.

They didn't get it... Seriously, they never caught on to what was so funny. And once I explained it, the manager who was "responsible" for the name got furious with me.
 
Our humor here is better, I would say. My team is called APS, because we program apps.

Sadly, we failed getting the second P.
